How to locate the setup.ss and elccfg files for Encounter Library Characterizer!!

Hi,

  I am new to Encounter Library Characterizer. The user guide says that we need and elccfg and setup.ss files for setting up the environment, but I am not able to locate them anywhere in the 28 nm Samsung libraries that I have. Are these something that I have to write from my own and is not supplied by MOSIS?? And if yes, is there any tool which can generate these files?
