A High Internal Power

Dear all,

As far as I know the internal power in a design refers to the so called "short circuit power" and depends on the signal transitions. Also it is said that its value compare to switching power is negligible. However in the design that I have as I'm trying to get an estimation for power consumption (by the Run option under the  the Power Analysis section) by putting 0.2 for input activity, 0.5 for flops activity and clock frequency of 2.5 GHz the results are strange to me: 

Total Internal Power: 21.31270477           57.8586%
Total Switching Power: 13.00566389       35.3071%
Total Leakage Power: 2.51744734           6.8342%
Total Power: 36.83581603

any idea would be welcomed,
